Despite the fact that the import substitution vector is about eight years old, people are not ready to change the IT infrastructures built over the years and working solutions for which they have expertise. Therefore, I believe that the dependence and barriers are more human than technical. The deadline should not be postponed, otherwise it will be an endless process. I recommend familiarizing yourself with the experience of China, the import substitution process began later than in Russia, but they have advanced much further.
