The submitted draft law on employment does not describe the format of interaction between employees and platforms - it only introduces the concepts of "platform employment" and "self-employment", and otherwise refers to a separate law that will be adopted in development of the provisions of the current bill. In this situation, the adoption of a special law, which was discussed with the business community over the past year, will finally consolidate the special nature of the relationship between digital employment platforms, self-employed citizens, as well as their customers, and distinguish them from labor relations and other forms of employment," says Evgeniya Arnautova.
According to her, ultimately the bill will promote the development of self-employment in Russia, and through it, entrepreneurship in general and economic transparency.
A market participant who wished to remain anonymous noted that the bill's mention of "registration" of self-employed citizens raises some concerns. "This procedure could become burdensome, and it seems that registration as a taxpayer of the professional income tax is sufficient (the way people can become self-employed today). The activities of self-employed citizens will be assessed as entrepreneurial from a civil law point of view, and such citizens will clearly not become VAT and income tax payers," said ComNews' interlocutor.
In August 2022, a study conducted by Strategy Partners showed that online platforms for the self-employed are becoming the main channel for receiving work and orders. For 86% of participants in this market, platform employment is the main source of income.
