Asking this question can be very informative and help you identify areas that could be a more efficient use of time. If the site has been around for a while, and especially if they already have an SEO working with them, try to find out what they have already done that has worked and that doesn't give you a clue as to which approaches may or may not be successful.

General Example:
Site C pages have hundreds, sometimes thousands of uae number data crosslinks, very little unique text content, and crosslinking doesn't see as much movement for projects as they do when adding unique text.

Site D knows from previous testing that creating more keyword-rich content on their landing pages has not been as effective as implementing better cross-linking, especially since cross-linking is now so rare.

Therefore, each of these sites should prioritize text and cross-linking strategies differently. Be sure to ask the client or potential client about previous tests or ranking successes and failures to learn which tactics might be most relevant for that site before you make your recommendation and preference.
