You can see in the upper left corner of the bar graph whether the report shows an open or closed funnel.
Open Funnels will show data for users who enter at any step in the funnel.
A closed funnel shows data for users who entered at the first step in the funnel.
If you are viewing an open funnel, you will see stacked bars in the funnel. of users who started entering the funnel at the current step. The bottom bar will show the number and percentage of users who progressed from the previous step to the current step.
Analyze data using tables

The dimensions in the dimension selector come from the Dimensions section of the original funnel exploration. The metrics at the top of the table represent the number of active users who completed each step in the funnel.
