The author of the bill proposes to introduce into the current legislation the concept of a "universal resource locator" (URL), which, according to the explanatory note to the draft law, describes the technology for placing symbols (QR code) that allows access to illegal information.

In addition, the bill proposes to provide for a norm according to which the requirement of an authorized body to take measures to restrict access to an information resource, to remove prohibited, including extremist, information, in addition to the site page index, must also contain a unified index of another information resource (if any) containing this information.

Roskomnadzor explained to ComNews that the said bill proposes to define the legal status of QR codes that can be used to distribute links to illegal materials, including those of an extremist nature.
