According to this version, it is assumed that Russia will be offered participation in a very expensive project with unclear prospects, and against the background of significant mutual distrust between Washington and Moscow . Discussion of such a joint project is not suitable for the beginning of negotiations, but for a period when the “thaw” in relations between the two countries is quite stable.
